🧀 Cyprus Introduces Productivity‑Based Support to Boost Halloumi Milk Output

Cyprus has shifted its agricultural subsidy program to focus on productivity‑based support aimed at increasing sheep and goat milk production—the essential ingredient for PDO (Protected Designation of Origin) halloumi.

This represents a major policy change from the traditional head‑count system to one that rewards farms based on milk yield.

Under the new plan approved in Nicosia by the Agriculture Minister and farmers' unions, subsidies will now correlate with annual milk output per female animal. For 2025, farms yielding at least 230 litres per animal will receive a payment of €19 each (up from €9), while those producing between 115–229 litres will get €5 per animal.

The initiative outlines a phased approach: by 2026, farms must achieve a minimum of 250 litres, rising to 300 litres by 2027 to maintain the higher subsidy.

A €4 million annual budget supports this three‑year roadmap, accompanied for the first time by mandatory digital milk‑recording. Farms must log milk deliveries to approved dairies via software to ensure transparency and eligibility.

Authorities emphasise that this shift is crucial to meet growing global halloumi demand, stabilise local dairy producers’ income, and secure the island's signature cheese supply.
